The Alabama Department of Transportation (ALDOT), under 23 CFR 1.11 and 635.105, may
delegate management of certain federally-funded projects to a Local Public Agency
(LPA). This delegation does not, in any way, relieve ALDOT of its responsibility in
administering the funds for those projects. The Bureau of Transportation Planning and
Modal Programs is responsible for verifying that all federal requirements have been met in the LPA Process.
This LPA site is intended for use by those local governments and agencies interested
in developing LPA projects. Interested parties should visit or download items
pertaining to the LPA process and the various project types. Local agencies and or
their consultants should coordinate all activities with the appropriate Division
Engineer and the Bureau of Transportation Planning and Modal Programs.

IMPORTANT: All Consultants, if selected by an agency for an LPA project, must be
pre-approved for work in the state of Alabama and by the Alabama Department of
Transportation. Further, Consultants must provide to the External Audit Section of the
Bureau of Finance and Audits, for acceptance and approval, an audit in accordance and in
compliance with Volume 1, Part 31, Contract Cost Principles and Procedures of the Federal
Acquisition Regulations, prior to performing any work awarded on any project funded
partially or in full by or through the Alabama Department of Transportation.
